As you may have heard, California PTA (CAPTA) has taken a strong support
position for the Our Children, Our Future (OCOF) tax initiative, which is
looking to get on the November 2012 ballot. CAPTA is asking for the support of
PTA units across the state for their signature gathering campaign.
Consequently, Fourth District PTA and our own Capistrano Unified Council PTSA
(CUCPTSA) have asked our district PTA units to consider supporting OCOF. Based
on the size of our elementary and middle schools, a goal of 180 signatures has
been suggested for Vista del Mar. Please note that PTA is not funding the
initiative in any way, nor has it laid down any kind of mandate for us to
collect signatures.

How much money would Our Children, Our Future bring to Vista del Mar?
Based on current enrollment, Vista del Mar Elementary and Middle Schools
combined are projected to receive $1,242,652 per year starting in 2013/14,
increasing to $2,161,653 per year in 2017/18 and finally, $2,924,367 in 2023/24.
Our Children, Our Future will:

-Raise approximately $10 billion a year in new revenue for local public schools
and early childhood programs. Funding will be allocated to all students in K-12
public schools, including those in basic-aid districts and in charter schools.

-Place the money in a separate trust fund outside the governor and state
legislature’s control.

-Provide local control of these new education dollars by giving school boards
decision-making authority based on school site input.

-Help restore programs, such as art, music, physical education, science,
technology, engineering and math (STEM); reduce class sizes; add more
counselors, librarians, and nurses.

-Support low income students with additional dollars.

-Require funds to be spent at local school sites, not district offices (no more
than 1% may be spent on administrative costs).

-Not allow schools to use these new funds to increase salaries and benefits.

-Establish accountability and transparency for how the money is used.

Please familiarize yourself with the OCOF initiative. If you decide that you
are interested in supporting the signature campaign, you can:

-sign the petition to put it on the November 2012 ballot
-commit to obtaining one page of signatures (that's six including your own)
-collect signatures outside of the boundaries of the VdM campus
-collect signatures near the VdM campus during drop off/pick up times
-host an OCOF informational/signature gathering event

Please note that PTA is prohibited from campaigning or soliciting signatures on
the VdM campus at any time.

Please contact your VdM legislative representatives with any questions you may
have.

Sincerely,

Katie Calkins
